Job Description

VCN Nepal is seeking a highly ethical, experienced, and compliance-driven professional to join our senior leadership team as the Head of Programme. This role is critical in strengthening our programme quality, financial accountability, and adherence to compliance standards.


Major Responsibilities 

  1. Lead the development, implementation, and periodic review of VCN Nepal’s programme strategy. 
  2. Provide strategic leadership for the rollout and scaling of VCN’s Local Nepal initiative across programme districts. 
  3. Ensure full compliance of all programmes with donor regulations, Government of Nepal requirements, and internal VCN’s policies. 
  4. Oversee the entire project cycle—design, budgeting, implementation, monitoring, evaluation, and closure. 
  5. Establish and maintain robust compliance and accountability systems across finance, procurement, and programme operations. 
  6. Manage programme budgets in close coordination with the finance team, ensuring efficiency and value for money. 
  7. Develop and manage strategic partnerships with donors, government agencies, NGOs, and private sector stakeholders. 
  8. Represent VCN Nepal in donor meetings, government forums, and inter-agency coordination platforms. 
  9. Ensure timely, accurate, and compliant donor reporting (both narrative and financial). 
  10. Lead, mentor, and supervise programme staff, fostering a culture of integrity, learning, and performance. 
  11. Strengthen accountability to affected populations by ensuring functional feedback and complaint mechanisms.
